The Rise of China and the Peace in NorthEast Asia- Summary
Yeong-kuang Ger(葛永光) Professor, National Taiwan University, The concept of ‘Peaceful rise of China’ has become an issue of international concerns and discussions. According to Chinese Academy of Science: by the year 2050 China’s GDP will be 50 times what it was in 1990 The International press has also commented on the rise of China: U.S. “Time” magazine: “China is showing great vitality which will shake the world”, German magazine “TREND”: China is a “super tiger that starts to jump” It is an undeniable fact that China’s national power has boosted and their influence has largely increased. The rise of China: Domestic Changes: “The rise of China” has had a great influence on China’s internal and external policies The biggest tasks for China’s national security policy lies on how they keep their security and political stability, and at the same time pursue economic growth and military modernization. Secondly, China, in terms of its global strategy, must maintain effective strategic terror to threaten their potential enemies in order to keep their security. -It is especially important to maintain the minimal level of nuclear threat. China’s military power has greatly increased in recent years. Thirdly, the rise of China, in terms of China’s diplomatic strategy, is now a reason to maximize its role in international society. China has been active in engaging itself in international diplomatic activities China has played the main role in APEC, ASEAN + 3, East Asia summit talks, Shanghai Cooperation Organization (SCO), and six-party talks. The rise of China: changes in relationship with Taiwan The rise of China poses of course a big threat for Taiwan Economically: Chinese economic growth created ‘magnet effect’ to Taiwan. Taiwanese companies investing more in China or even moving to China. These conditions might cause de-industrialization of Taiwan and slow down the economic growth Militarily: China’s military reinforcement poses a great threat to Taiwan’s national security. Imbalance of Chinese and Taiwanese military power prompts great concern for Taiwan’s security. Diplomatically: China’s active role in international diplomacy puts great pressure on Taiwan, has formed a global containment of Taiwan and has isolated Taiwan from the international community. With the strengthening of China – U.S relations, US-Taiwan relations will face a severe test. Ideologically: Is China an enemy, or a friend? Should Taiwan and China unite or be separated? The governments may still be hostile to each other, but civilian interaction is showing great liveliness. If the Taiwanese government continues to insist on its independence, not only will it be isolated, but the majority people will not support the government. The Rise of China as a good opportunity for Taiwan. 1.Combination of China’s market and labor power and Taiwan’s capital and technology could bring great economic growth 2.China is facing major task of internal democratic reform. Taiwan, having accepted democracy first, should engage with China comprehensively and spread the seed of democracy into China’s soil so that China can be transformed peacefully into a democratic system. China will be a “responsible stakeholder”, not “threatening China” only when it transforms itself into a democratic state The rise of China is a fact, and Taiwan must come up with wise countermeasures Taiwan must work on the improvement of its relationship with China and not provoke China with issues of ‘Taiwanese Independence ’ Improving the relationship of both parties and building up mutual trust are the only way Taiwan can escape from being a victim of the rise of China, and instead benefit from it. Possible Discussion Questions: - Will Taiwan and China ever be able to develop positive relations? What will be needed from both sides? - Is the ‘rise of China’ really as significant as the media and many experts claim? - What are the effects of the rise of China on South Korea and East Asia? - ‘It is especially important to maintain the minimal level of nuclear threat’ How do you feel about this statement?
